impact known. let me show you where it is raining heavily right now. as we close in we have heavy rain around san francisco and out toward the east bay. i want to get in a little tighter here in the east bay. oakland, alameda and down toward 73rd avenue redwood road and as we head across 24 into lafayette and walnut creek and pleasant hill getting some very heavy rain. as we pan around to other parts of the bay area you will notice heavy rain in san francisco along the embarcadero. caesar chavez, and we have seen some heavy rains. as we shift gears toward the south, we are also seeing some rain falling moderate to heavy around san jose and the santa cruz mountains. this will continue for the next couple hours. a flash flood watch continues until midnight for the north bay. still expecting heavy rain.

localized flash flooding is possible. a flash flood advisory until 1:00 a.m. and one last wind advisory to talk about and this covers the entire bay area and the monterey bay. southly wind gusts to 50 will continue until tomorrow morning at 4:00 a.m. downed power lines and trees are a possibility. we have already seen it. wind gusts are currently over the hills and they continue in the 40 to 50 mile an hour range. sfo is reporting three-hour delays now due to the heavy rain and the gusty winds. we have a possibility of a few snow flurries in the higher hills. dan, i will be back to let you know when the storm will finally wind down. as sandhya suggests the north bay will get the worst of it. thomas roman is live in san an sal mow where the rain has been steady. >> it has been steady. the last five hours has been a strong steady rain with high gusts of winds every so often.

what really has residents concerned is this. this is the creek. when we arrived this evening, the creek was at three feet. it is now at 7 feet. that's still six feet away from flood stage. the creek is rising. the constant heavy rains have turned the picturesque creek into a raging muddy flow of water. it has been the major cause of floodwaters in the past. he showed where the water levels stood in his store five years ago. he is not concerned about tonight's storm. >> from what i have seen is we need continuous heavy downpours. when we see breaks in the storms like that usually it has a chance to siphon off. >> normally he is concerned. he has gone through frightening moments in his gift shop because of the creek. >> two years ago it hit flood stage. twice we emptied out this

entire shop. >> a creek level gauge sits on the building next to the creek. it sends the water level information to the ross valley fire department website for all residents to see. >> as we get more rain we expect it to rise. >> the ross valley fire chief says short heavy rains like this one could cause the creek to flood. a close watch is being kept on all local creeks. >> we are concerned and the creeks can rise quickly. it is all based on how much rain we get and how quick we get it. in the ross valley we are dealing with flash floods rather than a long, sustained rain. >> while the creek slowly rises, it causes other north bay problems. highway one has a lot of standing water. in sonoma county, they have to contend with the flooded streets. they say they have crews on alert and they are in constant contact with local cities and towns. residents we spoke to hope the repairs on the sewer line that poured two million gallons of raw sewage into the creek during the last big storm will

hold. authorities are keeping a close watch on all of the creeks. many say they are not concerned if there will be any flooding. in the unlikely event it does flood, we are told sirens will go off warning residents of the creek overflowing its banks. there is a flood watch in marin county until 1:00 in the morning. reporting live in san anselmo abc news. >> thanks so much. now they issued a flood warning in mendocino county. the river is expected to crest at 24 feet by 4:00 a.m. tomorrow morning. and then it hillary seed below -- it will recede below flood stage. they expect highway 128 will flood and the road will be closed to traffic. that's the expectation. let's move now to the east bay where a tree was blocking a freeway on-ramp. leslie brinkly is reporting there live. >> stay off the roads if you can. a lot of accidents around the east bay tonight.

especially on interstate 880, we understand. here along 80 this off-ramp behind me was closed all evening long. it just reopened an hour ago. the rain continues to come down, and the wind, well when the wind blows, the rain goes sideways. oh say can you see a lot of rain and wind all across the east bay. falling eucalyptus tree closed down this ramp to interstate 80 in san pablo for much of the evening. it caused one driver to crash. >> when i braked it was too late. i ran into the tree. >> another accident near 680 in walnut creek kicked off a treacherous evening on the road. it was an evening for spinouts and sandbags, but not everyone sought shelter. despite gusty 30 to 40 mile per hour winds and sheets of rain, some thought it was a slick night for soccer. >> i was running for a ball over there and i could barely

see. it was just stinging my eyes. >> under the lights at east shore regional park in berkeley, dozens of players soaked in the storm. >> we love to play basically. >> being out here will give you an edge somehow? >> probably. >> we are getting very tough out here tonight playing in the rain, playing in the cold. it makes the guys ready for anything. >> troubled waters may once again cause problems for residents of the tara hills neighborhood in san pablo. already storm drains are cloging up with debris along railroad tracks. contra costa county settled with several homeowners for damages, but who should fix the problem is still tied up in court. a similar set of drainage problems and minor flooding and downed trees could be possible overnight as the rain and the storm wages on. reporting live in san pablo, leslie brinkly, abc7 news. >> thanks very much. among the problems there have been dozens of power outages around the bay area. at 8:00, 31,000 people were

briefly left in the dark in daly city and parts of san francisco after an outage at a pg&e sub station. power has been restored to most of those affected. the storm is creating dangerous conditions on the roads to the sierra. chains are required from whit more to truckee. they are also required on highway 50. here is another shot of highway 89 at squaw valley. you can see all of the snow coming down pretty hard. it is wind driven too. that should make for some good skiing and snowboarding once it passes through. all of that snow is very promising for california's water supply. the first snowpack measurements were taken today and the water con at the present time is 198% of normal for this time year. terrific news. but after three years of drought, keep in mind officials with the department of water resources say it is too soon to predict what the rest of the season will bring. but it is a good start. of course what is happening here is mild in

>> closed captioning brought to you by mancini sleepworld. the airline pilot who posted video on youtube of security at sfo says he will not keep quiet about what he claims are major security loopholes at airports nationwide. he took the video to point out that airline passengers have to go through metal detectors while workers do not. he held a news conference in sacramento today and called his critics naive to ignore a serious threat to the flying public. >> i am not an american hero.

i just wanted to bring attention of the problem to the american people. >> abc7 news aviation consultant says groundworkers are subject to their own security procedures. >> employees don't have to go through body scans and pat downs, but they do have to go through the current system which they are issued by the airport. they have to go through a bio metric system. >> in addition sfo says there are 1400 cameras in the terminals and the pilot's video presents false and misleading information on the airport's security program. a new report says home prices in 20 of the country's largest cities were down 8% in october. that's compared to the same time last year. the standard and poors case shows only four cities had year over year gains. san francisco is one of them with a 2.2% increase. you will be glad to know that realtors say san francisco and other parts of the bay area are fairly stable.

>> our local market has been performing quite well. we are seeing modest price increases, decrease in inventory and increase in always pending. so it shows to me we are in a consistent market. i think people can be assured that if your investment strategy is to buy a home that is your family's home, you will see modest appreciation over time. >> the report finds home prices are expected to continue to fall through next year in the country. the medium price of a home sold last month was $213,000 down 2.7% from a year ago. the california supreme court has denied the governor's last-minute plea to sell 24 state-owned buildings before he leaves office next week. governor schwarzenegger had wanted to sell the buildings and then lease them back to help close the massive budget deficit the state faces. an acting justice heard the case after the entire supreme court recaused itself because the court itself is housed in

one of the buildings that would be sold. conflict of interest. the decision on whether to sell the buildings will now go to governor elect jerry brown. we'll see what he decides after he takes office. let's go back and talk about this weather system moving through the area. sandhya patel is tracking it for us and will let us know when it is over. >> we are still getting heavy rain across the bay area and some powerful winds gusting to about 40,50 miles an hour. lower elevations seeing 20, 30 30 mile an hour wind gusts. you can see where the heaviest rain is falling right now from about san francisco down to brisbane san mateo east toward the east bay. let's close in where it is raining right now and coming down pretty hard. san bruno getting heavy rain and burlingame, and we are seeing lindomar boulevard getting hit. east bay and the moraga area and san leandro and castro valley. very heavy rainfall.

sycamore valley road out toward walnut creek. do be prepared for the fact that there will be a few hours of some heavy rain in this vicinity still. around the monterey bay heavy rain as well from los gatos to santa cruz and around monterey as well. here is what it looks like in the sierra nevada. it has been snowing all afternoon and evening. chains are required. there are some sections that are closed off due to the snow and the gusty winds creating rough conditions for travelers there. they are under a winter storm warning. rainfall totals have been quite impressive. they picked up close to two inches of rain. you can see mill valley is just under an inch and a half. san francisco just under an inch. look at oakland and ben low man with an inch and a half of rain. napa .99. livermore .38 of an inch and san jose just under a quarter of an inch. keep in mind you guys are now getting the brunt of your rainfall.
